I guess like everything else associated with x3, the feature is, shall we say, 'capricious'. Select that and you should be in the script editor. Make sure you have a double l in "shall", as X3 likes to limit repeat keys.

I got an equipment dock, how do i get it to sell ship upgrades? It should be somewhere near the middle of the list. Question Status Ecript do the symbols in the laser stats mean? What do the ship classes stand for?
How does one use the Script Editor to make this happen? I tried over two days to get the docked one working yet managed first time when not docked.

It has undergone significant development since X2, and should be much more powerful than before. The editor is an advanced and most importantly optional feature.
